The Council of Europe can play a unique role in increasing credibility between Azerbaijan and Armenia. Civil society can start the process. International organizations must consider the changing needs and priorities of the Azerbaijani government after the Great Patriotic War. The issue of demining should be in the center of attention because this problem prevents IDPs from returning to their homeland safely. Issues related to missing persons are also important."
