The ministry reports that the Russian troops are 'trying to introduce an administrative-police regime in this way. The Russians have illegally detained more than 400 citizens of Ukraine.'

According to UNIAN, on March 4, the Russian Federation refused a "green corridor" so that Ukraine could transfer humanitarian aid to the population. The Russian side brought several food trucks with them and stopped in the center of Kherson. Residents of Kherson refused humanitarian assistance. The city was turned off mobile communications, and the Internet works with flaws. Russian troops took Kherson under temporary control on March 2 after heavy fighting with the Ukrainian Armed Forces.
